What to build

A Temper Operator can create a reusable Reviewer Profile, activate a valid Review Policy for a Repository Installation, and inspect the exact effective review behavior before any work runs.

Acceptance criteria

  • An Operator can create a Reviewer Profile containing a name and focused review guidance.
  • An Operator can create and assign a Repository Review Policy with trigger mode, selected profiles, finding thresholds, caps, and review budgets.
  • Validation prevents an incomplete, contradictory, or unusable policy from becoming active.
  • The Repository Installation shows its effective policy and any inherited defaults without hidden precedence.
  • Activating a change creates immutable policy and profile revisions rather than mutating historical configuration.
  • An external-behavior test proves that a repository resolves the intended effective configuration.
